The article "a" is used before consonants and the variant, "an" is used before vowels. Examples: (1) "a horse" but (2) "an ant." The "n" on the end of "an" is a pronunciation aid that allows the flow of sound to continue smoothly. It is easier to say "an ant" than it is to say "a ant." The latter requires the speaker to "add a consonant" (though not written) before "ant." Try it. Say "a ant." You'll notice that you put a small little burst of air before you can move from "a" to "ant." The "n" on "an" makes this unnecessary.

RE:
How do you apply the article for: "a specific" or "an specific"?
"a specific" because specific doesn't start with a vowel (aeiou).
an is only used when the noun or adjective starts with a vowel.
i'm assuming you are foreign.
Google it - only a couple hundred thousand hits
i go wit 'a specific' as well
