how do you compare computer processors? I'm lost?

so i was interested in buying this laptop from ebay a dell latitude d800 the price is around $240 dollars it comes with 1GB ram and a 40GB hard drive. in the listing it states that it has a 1.7GHZ Pentium m processor in it and they also offer upgrades on the processor to a 2.0 GHZ Pentium m for 30 dollars. so my question is the extra .3 GHZ worth it? and they also have this chart that compares the Pentium m to a Pentium 4 along with a brief description of the processor.

my other question is does this chart look accurate or are they lieng to make the laptop seem faster than it actually is?
