You can only delete open question. You cannot delete resolved question "The question for which best answers have been selected" . To Delete an open question just go to the question . Go to the action bar. Click the pencil icon, which say "Edit" just below your question. A menu will drop down. Click on "Delete question" To delete it. You lose 5 points when you delete an open you cannot get back the question.
If you got the answer you needed, it would be much more considerate to choose a Best Answer so the answerer whose answer you liked gets an extra 10 points.
To choose a Best Answer to your own question, go back to that question after it has been open at least an hour and before it expires in 4 days. You'll see big blue Choose as Best Answer buttons. Click one. Choose carefully, as this cannot be undone. Follow the prompts to leave a thank-you comment and a star rating. Submit your work at the bottom of the page.
If you really still want to delete your question, you must do that while the question is still open. Go back to the question and look under it for the Edit icon. It is under the question, and sometimes under all the ads that are under the question. Click on the Edit icon and then choose the Delete option.

well that's good but that's not really how this site is supposed to work. However if you really have to, you can still delete it if it's still open or in voting....however if it's resolved, it's too late to delete it

The same as above pretty much applies to your answers.
Go to the action bar below the question.
Go to Edit, and in the drop-down menu, click Delete Question.
But you have to do this when the question is open. The question can't be deleted if it is resolved or in voting.
