Once they bust something, they have ID they can show to identify themselves. Mind you the person who's chasing after you could just be a store clerk, or a concerned citizen... all without ID yet all with the power to make a [citizen's] arrest and hold the person til the cops get there - all totally legally.

Start stuffing stuff in your pockets and look around for whoever is following you and trying to look like they aren't paying attention.
