I played Pok'emon since the beginning and ususally up my team of 6 and a couple of reserves to 100. I never understood how to up stats up with IV training. I on occasion will boost its weakest stat with a vitamin but that is it. I am about to start Pok'emon White and want to know how to make my Po'meon strong through this IV method I have read about on the net. At times I am not happy with a HP total or a stat and vitamins seem to be disabled after about level 60. Is it heavy vitamins, certain natures, and grueling training or what?

IV Training does not exist.
IVs are essentially the pokemon's "Genes". When the pokemon is first encountered, a number between 1 and 31 is picked (at random) for each stat. These values cannot change. Ever.
You can breed for IVs which is the only way to manipulate them. Pokemon you hatch from the day care will inherit IVs from the parents. Three stats are chosen total at random, and from either of the parents. So there's 12 potential choices for the game to pick, though the game will not pick the same stat from both parents. The other three stats will always be randomly generated as per usual.
Now, there's a way to control how the IVs are passed down, somewhat. The Power Items that are used for EV training can be used in breeding. The stat which the power item affects will have a guaranteed chance of being passed down from the parent that holds it. So, if you gave one of the pokemon a Power Lens, the child would get the Special Attack IVs from the parent that holds it.
However, using a power item on both parents will not guarantee both stats, instead it will randomly choose between the two stats. Say that the mother has a Power Lens, and the father has a Power Anklet. The game will randomly choose between the Mother's Special Attack IVs or the Father's Speed IVs, and never both.
Now, how do we get perfect IVs for a stat? Ditto. Ditto has perfectly even base stats. So any stat differences are from nature and IVs (and EVs if you battled with it).
There's a way to determine if it has max IVs in a stat without using an IV calculator, though an IV calculator might make it easier.
In the Giant Chasm, you can find Wild Ditto. You want to catch Ditto that are at level 53. After you catch a bunch, look at their stats.
For any level 53 ditto:
If it has 130 HP, it has 31 IVs in HP.
If any stat is 64 and is also hindered by its nature, it has 31 IVs in it.
If any stat is 72 and is not affected by its nature, it has 31 IVs in it.
If any stat is 79 and is helped by its nature, it has 31 IVs in it.
So basically, you need six ditto overall. Each one with 31 IVs in a different stat.
There's no training in this at all. It's all about breeding, and hoping the IVs pass down. You can relatively easily get a pokemon that has 31 IVs in three stats, since the three stats whose IVs are not passed down have their IVs randomly generated.
Also, Vitamins have a limitation where they cannot be used to give EVs beyond 100 EVs in a given stat. They give 10 per use. So, if you want to expedite your EV training, use them first for an easy 100 EVs.
Basically the strongest pokemon will have 31 IVs in at least 5 stats (you only need to care about attack or special attack if your pokemon is going to use moves that benefit from it.) and will have all 510 EVs allocated in a fashion that benefits the pokemon and will have a nature that benefits a useful stat while hindering a useless stat. For this reason I like the Modest and Adamant natures, since they boost one attack stat and hinder the other, which means you get a nice offensive boost while not having a meaningful stat hindered.
The most efficient flow for EV training is this: Vitamins on the stats you want to max=100 EVs in those stats. Then you start hunting pokemon to get the EVs. If you can get your hands on the Power Items, they give +4 to EVs gained from battle even if the pokemon you KO does not give EVs for the stat that your power item promotes. If you can get pokerus as well, then you can use that with the power item to turn 2 EVs into 12 EVs. about 18 KOs will max a stat at that point.
I'd be willing to trade you a pokemon with Pokerus too, because encountering it naturally is even harder than finding a shiny pokemon. In fact, a pokemon will spawn with pokerus at about 1/3 of the chance that a shiny has of appearing. So trading is the best way to get it. Best part is, once you have a pokemon with it, if you manage it properly, you can completely control the pokerus.
Believe it or not, IV training is very straightforward to do. IV stands for Initial Values, and as the name suggests, these are values given to your Pokemon when you first obtain / catch or hatch them. IVs are on a 0-31 based stat system, (with 0 being the lowest and 31 being the highest.) Your Pokemons' stats will vary depending on how many IVs it has in the stats, (for every IV you have in one stat, your base stat is raised by one point, so if you have a level 100 Pikachu with 31 IVs in Attack, then it will have a base attack of 31 higher than a level 100 Pikachu that has 0 IVs in Attack.)
Vitamins and Natures have nothing to do with IV training, (unlike with EV training, however,) because there is no way to level up a Pokemon's IVs, (once they have a set amount of IVs, it will remain that way forever.) So basically, once you find out your Pokemons' IVs, they will not change.
You can see a good IV calculator here, (note that the results aren't as accurate unless your Pokemon is a moderately high level, (meaning you don't want to use this calculator on a level 1 Pokemon since it may give you false results.) I personally get all of my Pokemons' levels to at least 10 before I check their IVs, (you can simply feed it rare candies until level 10 or put it in the Daycare so it doesn't get any unwanted EVs.))

As for the actual IV training, there isn't much to do. IVs are normally randomly generated, however, there is a way to get a set amount of IVs in three stats, (however, the stats that you receive the IVs in are random as well.)
For this part it is highly recommended that you obtain a large amount of Ditto, (they can breed with any non legendary Pokemon which makes IV training a lot easier.) However, you only want to keep the Ditto that have high (at least 20+) IVs in the majority of their stat(s). After you find a suitable Ditto, find a parent Pokemon of the Pokemon you want, (meaning if you want a Raichu, then you want to breed with either a Raichu or Pikachu,) but it also has to have good IVs. Whenever you breed Pokemon, your offspring will randomly receive 3 different IVs from either of its parents, (meaning that if a Ditto has 31 in Attack, then there is a 1/12 chance that the 31 IVs will be passed down to the offspring,) however, the other three stats remain completely random, (and there's no way to choose which IVs you want to pass down,) so it could take some time to get the IVs that you desire.
