You might need to verify your email. To check, just look at the bottom of the create page. It will say something like "In order to publish this, you need to verify your email" or something like that.

What she means by items is the stuff you put in the set. If you only put text, than it will not let you publish it. So, make sure you have more than one item that isn't text, and then hit the publish button.
