the mobo has a clock that continues ticking no matter what while the computer is powered off. So why would it not be able to schedule a restart using a timer? btw, while the computer is plugged into the outlet it's hardware is still under current, the hardware to 'run' the computer are just not powered on.
actually the computer 'blocks' the booting from the computer immediately after you plug it into the outlet, by pushing the button you actually remove that 'blockade' that keeps it from booting.

The other didn't get it, It like a temp file, it like when u installing a update & they say restart & then it keeps on working on u computer
That may be problem with ya newly instaled hardware :
all you have to do is remove RAM and clean the slot of ram and insert RAM again
after that deassembel the hardware and again asembel that hardwares
