On Christmas Eve, Norad monitors the radars for indications that Santa has departed from the North Pole. The moment Santa's departure has been detected by the radars, Norad's satellites begin to orbit the Earth. Rudolph's red nose and the heat of the reindeers is detected by the satellites. The Santa cams are prepositioned in key area around the world.

If Santa doesn't exist, then why do we know his name, how he lives, and what he does? NORAD just gives us peace of mind that hes out there. If you are still unsure, then you're not old enough to truly understand his existence.
