I was in a fender bender with a Toyota Corola 2010 and we are not going through insurance.
The estimate for the damage was $1300. A few of the clips that keep the bumper in place were damaged, there was a minor dent, and minor paint scratch. Is estimate realistic or am I getting screwed?

Yeah for something like that, $1,300 sounds about right.
Are they repairing your bumper or replacing it? Oftentimes body shops will charge you more in order to repair something because it takes more labor hours.
Have you considered just ordering a new part online? This will run you $443.99 after taxes (with shipping and paint included). The only issue is you'd have to put the bumper on yourself, or go to a local body shop and ask them to put it on for you. Even then, it won't run your bill anywhere near $1300.

I once spent an hour trying to replace a lens cover on a headlight.

This sounds right. they have to replace the bumper and whatever else is damaged. mine costed $1700.
