If the rules are about the same as they are here in the states, there are two types of journeymen licenses. One is for the county of where you choose to work and the other is for the state. I don't remember what you call them in Canada, I think they are called Provence's.
The state license test is harder and takes longer to take and just covers the main things, but not the local test which only covers that area. So actually you would need both licenses if you want to work in different sections, also depends on the company you work for.
