I have a 10 gallon with two mice living in it, and I was wondering if there is a divider that didn't go up and down, but across so they could have 2 stories so live on.
I'm sure you could find something, but consider this: it would be way harder to clean and feed and water the bottom one, and all of the waste from the top one would drain down to where the bottom one is living. Also, you would have almost no ventilation to the bottom half.

Get a real cage. Small animals shouldn't be living in tanks. tanks are for fish and reptiles, not mammals.
put a screen down the middle.
