If she wants to lose weight, she should try counting all her calories and writing them down in like a journal or something so that she would be more aware of what she is eating. On a diet, she should consume about 1, 200 calories but no less. If less is consumed, her body would go into starvation mode and instead of burning fat, it'll burn muscle and get rid of some water weight. Her metabolism would also slow down so that it burns less and everything she eats will be stored as fat. Then when she tried to get off the diet, she'd probably gain all the weight back or gain more. Try to spread the 1,200 calories around into 5-6 small meals. This speeds the metabolism thus burning more fat.
Exercises that she can do that are great fat burners are dancing, jogging, speed walking, stair climbing, swimming and stuff that'll get her heart rate up. These should be done for at least 45-60 mins a day, 5 days a week. Weight training also helps a lot because the more muscle you have, the more your body burns when you aren't doing anything at all.
Try to be positive and encouraging towards her so that it keeps her motivated. Make sure that she only weighs herself once a week because weight tends to fluccuate from day to day and if she sees the number go up, she'll probably get discouraged. Per week, she should only lose 1-2 lbs. Any more then that and it's just muscle or water and she'll gain it back as soon as she takes a drink.
Speaking of drinking, she should drink lots of water. If she's trying to lose weight, maybe she should drink nothing but water as there are no calories in it and that would give her more calorie allowance to use towards food.
Sidenote: About 3,500 calories is equivalent to 1 pound. She should burn more calories then she is consuming otherwise she won't lose anything.

Another thing that might help is talking to a personal trainer. They have more knowledge then I on the subject matter I would assume as I am nothing more then a mere fellow dieter and all my information is based on my research.
