Add on suppressors are a pain to acquire legally and impossible to own at all in some states.
With a .22 rifle you can buy subsonic rounds that have much less report that the high speed one normally gets. And for whisper quiet get CB caps or the .22 Colibri cartridges by Aguila with 20 grain bullets fired by just primer compound which are less noisy than pellet guns. They're more than adequate for potting rats and squirrels at reasonably short ranges. With a long barreled rifle you do need to make sure the bullet actually leaves the gun and isn't stuck in the barrel. Next round after one of those can be a very unpleasant surprise.

in some states you are allowed to make your own suppressor without paperwork or taxes. in those states they have something called "firearms freedom act" (FFA) where if you make it for personal use only (cannot be sold or lent to anyone) its legal. then a suppressor is nothing more than a space at hte muzzle of a gun where propllent gasses are allowed to disperse quietly.
a suppressor is easy to make, i have designed several (which I can legally build when I move to an FFA state- having the designs now is not illegal) that would work very well. I can't disclose the material or dimensions, but I can say its nothing more than two blocks of material and a tube. a block at each end of the tube, one holding the tube to the gun the other is the bullet exit hole.
FIRST, be sure that a suppressor is legal where you live.
Second, obtain an appropriate license for it from the BATFE; note that it must be approved by your local police on the application. The license/tax stamp and paperwork costs $200 and MUST be with the suppressor at all times.
THEN, and only then, BUY a suppressor for your weapon. In MOST cases the suppressor for a .22 will cost more than the rifle.

Just buy a suppressor get the NFA $200 tax stamp and make sure it will fit on your gun. It helps to have a clean background.
It is illegal to suppress any firearm without obtaining the legal permits first.
you should buy a suppressor permit or license, i forgot what they call it, but after that you can make 1 suppressor
