Go to Start -> Settings -> Control Panel -> Regional and Language Options.
A window would come up. Click on the the Languages Tab. Click on Details in the "Text Services and input Languages" frame.
Another window would come up that will show you the language that is currently installed on your computer (most likely English). Click on Add and select Russian from the "Input languages" drop-down menu. Click OK.
After you click OK, you should see two languages installed on your computer (English and Russian).
Click Ok and close out of the screen.
In order to switch the languages, you would press "Left Alt" key + "Shift" on your keyboard.
The way you can tell what language is currently on is by looking in the right lower corner of your desktop. After you install Russian, you will see a language bar there that will show current language that is turned on.
