Transmission can occur any time there is viral shedding. Viral shedding can occur even if there are no visible outbreaks. So, yes, it is still possible to transmit it to the partner's genitals. On the other hand, if the partner is first infected with oral HSV 2 (such as through kissing), and is then given time to develop antibodies to it, it would be much less likely for that partner to ever develop genital HSV 2.
"Genital herpes" is only the name of the type of herpes virus. There are two main types of herpes, HSV-1 which is called mouth herpes, and HSV-2 which is called genital herpes. This however, is just because they have a preference towards outbreaks in either area. The virus however, still circulates all the way through out your body, so you may very well get herpes from unprotected oral sex, regardless of herpes type. I would check with a doctor anyway. Too long it was believed that oral and genital herpes are not interchangable, only to find out that oral herpes can end up on the genitals as well. So maybe it works vice versa and could cause you misery.
