It does not matter where you get married. As your fiance is a permanent resident, the fiance visa path to permanent resident status is not available to you.
If you get married in the U.S., you will not be able to stay and take up residence. If you get married in Canada, life goes on and you stay in Canada. There is some risk involved in coming to the U.S. to get married as a visitor.
After you decide where you're going to marry, and you have your wedding, your new spouse needs to file form I-130 with USCIS so that you can get an immigrant visa at a U.S. consulate in Canada.
It will take about 4 1/2 years before your visa will be ready.
If he was born and raised in the states and a citizen than it shouldn't matter where you marry but you cannot get sponsored on a Visa if he is not a US Citizen.
I would rather be a Canadian citizen anyways. AT least you get free healthcare. Once you come to the states, it's all over with all the things you're use to in Canada.

HE CANNOT sponsor you to the USA on a fiance visa, because he is NOT a US citizen. ONLY citizens can use the fiance visa program.
Yes it is discrimination, but that is US law.
