The article talks about raising the highest end individual tax rate back to the 70% it was prior to Reagan. That effects only individual incomes over about $3.2 million dollars. It would effect about 2% of the population at most. And even with that I serious doubt it will ever be done.

Anybody that quotes Art Laffer is completely unreliable as a credible source. The Laffer Curve has been debunked, and shown that it has no real basis in any true economic model. Laffer experienced some notoriety in the Reagan years thanks to Dick Cheney, however he had never submitted any of his ideas for peer review. He is an economist like a chiropractor is a doctor.
