Hi, Firstly there are no rumors of an iPhone 5..... There are rumors of a Re-Design.... Apparently Apple were going to re-design the iPhone 4, I personally doubt this due to the Bumper cases which have pretty much fixed the small bug. However, I do get the feeling that the White iPhone 4 may be making its way to us on Sep 30th (Again, another rumor) But this seems the most likely.

I doubt Apple will give you a free Re-Designed iPhone 4.

I myself have waited a long time, Because I would like the white iPhone 4. So maybe it will soon appear : )
