Trucks usually come with bushings, but sometimes they're not the best for your weight/preferences. You'll need griptape as well, unless the deck comes gripped. You might want risers, depending on your setup. A topmount with low trucks and big wheels will probably get wheelbite (wheels hitting the deck when you turn), so you'd want risers in that case. Bearing spacers are important. They make your ride smoother, more stable, and faster, your bearings last longer, and slides smoother. You can order from Longboardskater and build a custom complete, you just order the deck, trucks, wheels, bearings and grip and they do everything else for you (hardware, spacers, risers). As for brands... Decks are preference. S9, Landyachtz, Rayne, Comet, Gravity, etc. are all great. Stay away from deals that are too good to be true... They usually are. Trucks... Paris, Randals, Bears, Sabres, and Indys are the better choices. Sabres and Paris both come with very good bushings, Randals and Bears are pretty decent, and Indys are meh. Wheels... For cruising, you want something fast and decent-sized. 70mm 80a ZigZags, 78a or 82a S9 Race Formulas, 80a Orangatang 4Pres, and Earthwing Smokers come to mind. Bearings don't matter much... If they spin, they're fine. Bones Reds, MHS if you're in the US, VXBs. All great, cheap bearings. Bushings... Venoms, Sabres, Reflex, Divines are all really good, Khiros aren't bad as long as you stay under 85a... Anything higher than that and they just don't feel right.

It depends on if the person is a respected shaper or a back yard shaper. But i would say go for it.
