I'm not so sure. A lot of us think of 5 megapixel cameras as really good ones made 5 years ago. However, these days the few cameras made with 5 MP sensors are super cheap in quality as well as price.
I have a Nokia cell phone that takes excellent quality pics. But I don't plan to resize most of them to print larger.
So, I think part of the answer to your question is to ask back at you, "what do you plan to do with the pics?" If just post them on a website or offload to a PC for your own enjoyment, then if you have a decent cell phone camera they'd probably be roughly comparable to an inexpensive digital camera...
I definitely wouldn't use a cell phone camera in lieu of a digital camera for important shots. Just for those situations in which I didn't bring a camera with me and wanted to capture a quick image of something. If you need lots of talk time you won't want to drain your battery down with the pic taking also.
Luke just said the most important. A cellphone sensor is very tiny, any compact can be better than a cell phone camera. Look at the optics, that's called optics? it's just a pinhole in there.

nope. a digital camera's sensor is a lot bigger than a sensor from a cell phone. in turn, you get better pictures.
