So sadly, YES it is banned but one day, somebody (maybe the same person who unleashed Pot of Greed in advanced format) will unlock the BANNED seal and duelists worldwide will constantly use Chaos Dragon in every tournament and Meta decks will fall, Six Sams will shatter, Chaos Dragons will collapse, Lightsworns and Lavals will be at loss, and Dino Rabbits will be DESTROYED

Yes it's forbidden for tournament play. you can still use it in traditional format.
And I doubt it will ever get off the list.

Yea he's banned but there's always ALWAYS a chance he could come back on the next ban list
