With marijuana becoming legal in the coming months in Colorado and Washington, does that make marijuana-related paraphernalia legal to possess now too?
One would think so - it only becomes illegal paraphernalia if there are traces of illegal substances on it. If marijuana is no longer illegal, then it would follow that the bowls, etc, would no longer be illegal paraphernalia.
Although, of course, that is only through state law, its all still illegal federally.

Goes into effect in January next year. Don't recall the exact wording, but paraphernalia was included, yes.
Come to think of it, paraphernalia is already legal if you advertise it as a tobacco pipe, I can go buy a pipe or bong right now.
