Likely via some natural, temporary "Glitch" in space time. People seeing buildings yet to be built, or long destroyed, people walking into different times, not realizing it until later, when facts did not add up after the experience, etc.

However, these has been quite a few recorded instances of people finding themselves in the past for short periods, and even one or two incidents of people going to the future. Time fissures and fractures, while rare, do occur and so do the occasional time slip. There may even be a psychic ability that allows time travel, but that hasn't been 100% confirmed yet.
So, yeah; to some extent, time travel not done through technology, is basically paranormal.
No. It's a concept of movement, and it's not outside the scope of normal scientific understanding, ie; not paranormal. Time travel is possible in relativity theory, in terms of going forward. There are hypothetical ways for travelling back in time, but with limitations.
It depends on what direction you are traveling, and how fast. I time travel pretty much all the time. I've only mastered it in the forward direction, and only at a rate of 1 sec per sec. But I'm still working on it.
