The lines about which you ask are lines 153-156 from Act I., Scene III. (near the end). Here is the scene as it leads to lines 153-156 and includes those lines [with a few annotations in brackets:]
Cassius and Casca speak of the plot to murder Caesar...Casca tells Cassius that he will join the conspiracy...Cassius is pleased and he tells Casca that the conspiracy is growing...Cinna enters...Cassius assures Cinna that Casca is part of the conspiracy...
CINNA says [at lines 140 and 141],
"O Cassius, if you could
But win the noble Brutus to our party [our conspiracy]."
CASSIUS says,
"Be you content: good Cinna, take this paper,
And look you lay it in the praetor's chair,
Where Brutus may but find it; and throw this
In at his window; set this up with wax
Upon old Brutus' statue: all this done,
Repair to Pompey's porch, where you shall find us.
Is Decius Brutus and Trebonius there?
CINNA replies:
"All but Metellus Cimber; and he's gone
To seek you at your house. Well, I will hie [hurry],
And so bestow these papers as you bade me.
CASSIUS tells CINNA:
That done [the delivery of the letter],
repair to Pompey's theatre.
CINNA exits
At this point, CASSIUS says to CASCA [at lines 153-156]:
"Come, Casca, you and I will yet ere day [before dawn]
See Brutus at his house: three parts of him [three-quarters of him]
Is ours already, and the man [Brutus] entire
Upon the next encounter yields him ours."
**He is telling Casca that the next time they talk to Brutus, he will give himself up entirely to the conspiracy against Caesar.**

Brutus is 75% in agreement with our view, and we can change the remaining part of him when we see him again.
