scrap is when you get a picture from somebody else's cyworld and put it on yours. I believe the mouse's right click button is disabled by a javascript on cyworld page so you can't just save and upload a picture, but instead you have to use the "스크랩" function to transfer a picture from one cyworld page to yours.

최근 = recently

스크랩된 = "scrapped"

게시물 = I guess this like a cyworld specific test, something likes notice stuff or stuff from the noticeboard. (I guess a compound 게시 :notice, sign and 물 object). I think it just refers to anything that's been posted on somebody's cyworld (pictures, diary entry and so on...)

So the whole thing just means stuff (most likely pictures as i dont think you can scrap anything else) that's been "scrapped" (ie. copied) recently and put on the page you're viewing.
