I'm not sure what you mean by "not functioning properly", but more than likely it either has something to do with the timing belt failing/timing chains being too loose from wear, or the problem is that the valves need to be adjusted. Those are the two main things that I can think of.

Adjusting valve clearances on Italian cars, in general, is a complicated and time consuming task. Some cars like Maserati require removing the cams and the cam followers to get to the shims, while others like Fiat have the shims on top of the followers, and one merely needs to depress the follower a little and remove the shim with a magnet.
