I plan on doing HDV editing. Here's what I'm looking to get.

Don't know about Vista, but I can tell you with higher specs than your's, I don't do any editing on my laptop, only playback.
Adobe specs are bare minimum for Premiere, double them for true use. Your video card is middle of the road but suitable.
