If your traveling by airplane then you are not allowed to lock your suitcase, in case they need to open it up and search it. I never lock mine anyway. If the hotel maid wants to steal my dirty underwear then I'm cool with it.

You are allowed to lock your suitcase with a TSA lock...that they can open. You can buy them for about $5.00 at Walmart or Target.
