It depends on the time of year and the area of the city that you are in.
Summer days tend to be a lot smoggier, because some of the smog we have here is produced by chemical reactions triggered by light/sun. The more sunny weather you have, the more smog is produced. Also, during the rainy season, the gunk that is in the air gets absorbed into the water. So the *air* is clearer, even if the rain is more acidic.
The eastern half of the city and the valleys tend to be smoggier because the coastal, offshore breezes blow every thing inland. Smog can't blow out of the valleys as easily, and tends to get trapped there.
Some days, you'll just notice that the air and sky seem kind of hazy, with reduced visibility. Other days, the smog has some brownish color to it, and if you go to an elevated area, you can see it hanging over the city. I don't really notice it too much after living here so long, but if people have asthma, sinus problems, COPD, or other respiratory issues, LA is probably not the best place for their health.

living here all your life, you don't notice it. if you live like in the mountains and come down here, you might notice it, but it's really not gonna be THAT noticable.
also, if you are sensitive to the smog for health reasons, you will obviously feel it more.

Regardless of how noticeable it is, the smog of L.A. is always teeming. L.A. is one of the most polluted cities worldwide.
