First off, I feel the need to comment on the "drug addict" statement. Elvis was addicted to painkillers, which were over-prescribed by his doctor. His addiction was tragic but it wasn't really his fault.
Now, the question of "who is better?" is completely opinion-based, but what I can somewhat measure is the effect they've had on American and international culture. Elvis revolutionized not only rock and roll, but also country and gospel, and what he did has had ripple effects throughout most other genres. It's doubtful that Madonna would even have become popular had it not been for Elvis.
Madonna has undoubtedly affected the world of modern pop, but it's too soon to tell if what she's done will have a lasting impact, or if it will effect any other genres (so far it hasn't). I don't mean to diminish the contributions Madonna's made to modern music, but I have to side with Elvis.
