This tribe does not receive per capita checks or casino profit's why? I hear they make alot of money from the casino, besides look at all the other grants they get for stuff, should'nt members of the tribe receive monthly if not yearly checks from profit's?
Also the casino is tax exempt where does that money go that would have paid to the county in taxes, should'nt the members receive some of that?

Indian Casinos are subject to very waek and lax Federal Regulation, then state regulation, which is usually very loose.
The final regulation is the tribal council, which makes the rules and sets the operations. They are supposed to be self regulating, and the tribal actions in general are not subject to public review.

Other casino operations that I am familiar with do compensate each tribal member based on some vairable factors. One of the biggest Indian Casinoa around is in Mt Pleasant Michgan, and there the tribal members get paid very well from the proceeds.
It is up to the tribe to determine whether or not casino profits will be distributed to their membership. Apparently, White Earth, as a tribe, has not elected to do so. The funds are probably put into the tribe's general fund and distributed among tribal programs. Tribal members most likely still benefit but not with 'cash in hand' benefits.
Regarding taxes, although the tribe does not pay state or federal taxes the tribe had to enter into a compact with the state before starting its casino. The compact contains language stating how much money the tribe will give to the state based on the number of machines, tables, winnings, etc. While it is not a tax, per se, the state does still get money from the tribe as a result of the casino.
The Land and the Laws of Indian Territories are NOT governed by State or Federal Law. The United States has no rights or control to that land. BUT IF they don't have an agreement the State or Federal Agencies have no authority to enter or enforce our laws.. If you have ever noticed, you rarely hear of any crimes that actually happen ON an Indian Reservation. Crimes are decided and handled by their own system by Indian Law. You have to remember.. The Indians once owned ALL the land that we Now call the United States. Basically we stole this land from them... An agreement was made which allowed the Indians to solely own certain territories to govern and rule by their own rule and traditions. Called Reservations.. The Government has no right to impose our laws in their territory which was the major part of this agreement.
