Does anyone know anything about this. I worked at a bank for 5 years and then I quit. I was a great employee and gave my proper 2 week notice and was told I would always be eligible for rehire. Now 2 years have passed and I went back and re-applied. I was shunned by HR and they said I would be called if I was the most qualified. I know alot of people on the inside and they told me the class they hired was all young college kids and I know for a fact they are not more qualified than me, I am just 20 years older than they are. My old supervisor called HR for me and he told them I was a great employee and bragged on me but he told me that HR frowned on re-hires and tried to stay away from them. They must advertise every month for help because its a round robbin door. Is there any law that could force HR hand and get me rehired since I am qualified and eligible for rehire with this company?

In the 2 years that have passed the banks policy could have changed regarding rehire. They do not have to rehire anyone. Really would you want to work there if they were forced to hire you? Also the new employees are probably paid less than you would have expected to get. Bottom line is it is all about money especially at a bank.
It depends. A lot of people won't rehire someone who just quits without a good reason, because they figure the person will just quit again. You'd be wiser to try to just transfer to the other location. It will depend on things like Is this other location operated by the same people or is it a franchise? Do you have a good reason to be taking this time off? Will your direct manager give you a good recommendation? If you have a good reason (to them) and you were a good worker, then another location will want you, because you'll be experienced for the same money as a new hire. So don't expect to start at the same money.
Nope. The law doesn't get into business practices unless they are illegal. In this case, the HR department probably figures since you quit before, there is a high possibility you will again. It may also be that the "new class" is working for less pay than you would expect.
