Depends upon the reason for this noise, where you think it's coming from, whether your system is doing anything odd such as hanging, crashing, failed boot ups, throwing you out of things when it decides to restart on its own, etc...if it is related to the CPU fan...power supply...etc then indeed...have it checked and the part(s) replaced. Computers today are not normally unusually loud for no reason. They are either power houses that require a number of fans to run and thus noise level is up or they are on their way out with a problem...so back up your system and files just to be safe and then have it looked at by someone who can tell you without hesitation exactly what's wrong and what needs to be done. Check with others about repair places tho...this is an area where parts are replaced without the need for it to have been done...be careful or the bill can get excruciatingly painful ;)
If its an IBM your stuck w/ it LOL we bought all new IBMs at work and when the CPU gets hot the fans kick into high speed noise.. after it cools down it gets quit...Try putting in another fan to cool it down

remove the fans, seal all the joins in the casing with silicon gel and fill the casing with vegetable oil
you will then have a silent oil cooled computer - and it will still work
just don't plan on upgrading any of the parts .....
Go to the control panel and turn the volume down in sound.
Could be your hard drive is going bad. Save everything, often. If you don't already, get an external hard drive just in case.
Go to to start and control panel and voulume and then adjust it to lower to sound.
