my control pannel won't open?
my control pannel wont open and i cant find it anywhere on my computer, ive also tryed to run it through cmd but i only see a flash of the outline of it. i think it might be a virus because ive tryed almost everything any answers???

Definitely sounds like a virus and a bad one at that in which case the best recommendation is to simply get the data you need of that computer, in other words back it up and reformat the hard drive and then reinstall whatever version of Windows you are using since that's the best way to remove bad viruses since it erases all traces where trying to remove it with removal tools can leave things behind leaving you open to further infections.
