There are a couple of things that we need to know-what did he do at the closing restaurant (was he the owner or a waiter or a cook..?) and what language does he speak and where do you live. All of these are important because (1) He probably has transferable skills but, without knowing what he did it is hard to say where to go. (2) some foreign languages in some cities are practically as common as English. People in Miami or NY, even Americans, are very likely to be able to converse in Spanish so even if he doesn't speak English, it may not be an issue.
His best bet, is the same as other unemployed people-networking. Most ethnic communities are fairly good about helping their own so, relatives, friends, fellow church members..even though he may be embarrassed by being out of work, he needs to let people he knows know he needs a job. Employers like to hire people who are recommended by other employees and many jobs nowadays are not even being listed in Help Wanteds because it only takes news of a job opening in their company for employees to start telling friends, relatives...employers can have 50 applicants within 2 days without even lifting a finger or paying a listing fee. The job will be filled before outsiders will know it existed.
Flexibility is everything as well. Many unemployed people rejected early job offers for insuffucient pay or not what they are looking for or too long of a commute...a year later they wish they could go back. It is always easier to find a job when you have a job even if that job sucks. Also, exactly what type of stuff can he do? He needs to look at everything no matter how silly it sounds because someone may be willing to pay to have it done for them (hey, the first person who said they were going to make a living walking other people's dogs was probably laughed at hysterically). Also, employers love people who can be cross-trained and who can step in to cover for someone else in the company so if he is a waiter who can cook- that makes him more employable than the person who can only do one of those jobs.
I would really encourage him to learn English and help and encourage him. Forget all the crap about why immigrants should speak English and realize that bi-lingual people are again considered highly desirable by employers. It can be done; my dad came here not speaking a word of English, being barely literate in his own language and with little education at 30; he went to night school, watched television, asked everyone to speak only in English to him and he learned it. Even if he becomes just basically conversational, that will be a great help to him.
