Maybe someone can explain this to me because I'm at a loss. Tonight is the perfect example. The Nets are in the bonus (so if the Bulls foul anyone even if they aren't in the shooting motion, they're shooting free throws) and the Bulls need to foul because they're down, the nets have possession, and there's less than 24 on the shot clock. On the inbound (because there's usually a trap of some sorts) the bulls seem to be making this elaborate scheme to get to the ball to a weaker free throw shooter and then foul them. My question is: Why the heck don't they just foul whoever they want to take the free throws? They're in the bonus so it doesn't have to be a shooting motion. The Nets clearly are trying to get the ball to their best free throw shooter. Why just ignore the inbound (or try to make them call a timeout) and just freaking foul whoever they want? Literally no one does this. The thunder sort of did it was asik last night but the circumstances were different. Is there some rule I don't know about? Help please.

If you intentionally foul someone without the ball with under 2 minutes, the team that was fouled gets the free throws AND the ball. This rule is in place to keep the Hack-a strategy from directly deciding the outcome of the game.
they changed the rule a little while ago you can only foul on the ball within the last two minutes of regulation or over time or it will be an intentional foul
