There is a game called "nintendo ds web browser" that you can buy to surf the web. and yes you can play with other people.
If you have a Wireless Router (you don't need the Nintendo one, any one will do), you can go online within the game and do game related things.
Some games that go online are:
Pokemon Diamond and Pearl
Transformers Autobots and Decepticons
Animal Crossing
Legend of Zelda: Phantom Hourglass
Yu-Gi-Oh World Championship 2007
You can surf the web if you buy a game cartridge that lets you go on the internet... you can buy this at bestbuy wich are about 20-30 dollars.
