I am up all night with my daughter as she is only a few weeks old so she needs regular feeds. My partner during this time is in bed because in the day time she has our other daughter as well. I usually end up going to bed at around 8:30am till around 2:30pm. The problem however is that the last 2 weeks there have been work men in the home next door. They seem to be preparing the house for someone to move into. Except whilst they are working they are acting like clowns, sing at high volumes, whistling loudly shouting loudly. Not to mention the noise from the drilling, the hammering, the sawing and god knows what else they are doing. In the last 2 weeks I have hardly slept as the noise from next door echo's through my entire home. Is there anything I can do about this? I know there are laws for the night time but what about laws for the day time? surely there has to be something to protect people that work nights or have children to look after all night and can only sleep in the day?

There are laws for night time not day time , they are only doing a job earning a living and it is only a short term issue.
Ask them to make less noise, the noise they make is governed by HSS noise in the workplace .
Complain to environmental services officer at your local council if you want to waste your time.
So who are you going to complain to?

What would like them to do, work at night? 99%+ of the population is not on your timeline!

Maybe you could find out how much longer they'll be there. Maybe you should check into a hotel room until they're gone!
Workers are allowed to work during the day. Noise bylaws governing such work apply usually from 10 pm to 7 am. Other than that, they can essentially do what they want.
Sucks to be you, but your unusual needs do not figure into the law.
You cannot expect workmen to make no noise during the day, just because you have an abnormal work pattern.
And it's your choice to have children, so tough!
