You have to complete i think a good 7 tasks for the mages guild. Took me a long time. After that you'll gain access to a few buildings and one of them has an altar that you can enchant your equipment at.

there are a couple of options you can choose from.you can do the recommendations to get into the mages guild and the you can use the enchanting altar and spell making altar.you could purchase the wizards tower from market place for 800 points.if you get the wizards tower dcl you get a 3 story tower with enchanting altar,spell making altar,you can conjure the 3 different atronachs (1 at a time ) to fight by your side,your able to fast travel to any of the mages guilds by using 1 of the teleport pads,you also get an alchemy table that will give you a 15 point alchemy bonus when standing close to it,plus a ton of storage.lastly you can close an oblivion gate and use the sigil stone from the gate to enchant either a weapon or piece of clothing.when you have 1 of these options go to the altar and click on it and there will be a screen with the things that can be enchanted,the enchantments that you can use,a place to name your item and a place for the soul gem.hope this helps.good luck in oblivion.

either beat the task for each mages guild (every city except the imperial city) and then progress a little more through that guild or buy one of the game add ons. I can't remember the name of the add on, but its a tower in the mountains and you can buy spellmaking altars.

you must join the guild and get recommendations from the guild. they will allow you into the arcane university then you can enchant stuff
