When I click on my Outlook Express icon that is pinned to my Start Menu, I get an hourglass for a few seconds and then a single chime with nothing, the installation just collapses.
I went to the C: Program File and tried to access it from its rightful place, but the same problem exists. The only response I do receive is that it's my default e-mail, so when I choose to send a link or a photo, I get the new message page, I compose then the delivery fails anyway.
Please help me resolve this nuisance. THANK YOU.

Bring up the task manager and kill all outlook.exe processes. Then try launching Outlook again.
I would suggest, as a long-term solution, migrating to some other mail program. Outlook Express is very old and has a number of design choices that don't make sense any more. It was not designed to handle tens of thousands of stored emails or hundreds of multi-megabyte attachments. These kinds of things are typical today.
Do you have access to your windows xp disk? If you do you can go to control panel, add/remove programs and then select windows components on the left hand side and remove and reinstall outlook express.
