I'm sorry to be so blunt, but you are not going to be eligible for transfer to a SUNY. In order to transfer to Westbury, you need to have 24 credits completed, which you will not have due to your drop and your "F." You also need a minimum GPA of 2.0, which may be a challenge for you, since I believe as of right now you probably have exactly a 2.0, and that might be hard to maintain. If you want to be a business major, it's going to be even more unlikely since that program requires a 2.7 or better.
I think you need to look realistically at your situation. You only earned credits in three of your attempted courses, and your grades (even dismissing the "F") are relatively low. You have not demonstrated a record of college-level success so far in English or math, which are two of the most important subjects colleges look at when reviewing the applications of community college transfer applicants. And frankly, applying with only one 3/5ths-completed semester of community college and another in progress at the time of your application isn't going to give Westbury much to go on. Even if you were to pull your GPA up, you're simply not going to be competitive compared to other applicants. A 2.0 or 2.7 is simply a minimum; most transfer students well exceed those marks.
I would urge you to continue at the community college through the Associate's degree and then transfer. Establish a record of success, overcome any of the issues that are causing you to not finish or fail courses, and then try for transfer. I wish you the best.
EDIT: Westbury counts you as a transfer as soon as you've earned college credits after high school. In addition, even if the poster applied as a first-year applicant, they would still have to disclose their college transcripts. It's a good suggestion, but unfortunately, it just doesn't work. More time developing at a community college is going to be necessary.
I agree with Higher ed- and add that you wont be able to get the F changed- havent a clue why you think you would be able to unless there were extenuating circumstances etc- but thats pretty rare. Welcome to the world of college! (In addition, if you cant make it at a cc- you need to reevaluate your time management priorities and figure out what got you these grades, because suny is 10 times harder than a cc, and a university is 10 times harder than suny). Just, again, to be blunt.
You won't be eligable as a transfer, but you can apply to enter as a freshman. If you have less than a certain number of college credits (different at different colleges) you can enter as a freshman. I would talk to an admissions counselor and see if they think you should apply now as a freshman, or wait and apply after you've taken some more classes at junior college. If you could pull your grade up at the junior college it would probably be better to apply later but I guess you don't know if you'll do better or not.
