That is very dependent on the individual dept, the county, the State, etc. There is no one certification or a law that states that all dogs are supposed to be certified by anyone.
You have many different organizations out there that have been around for years and they will offer a certification based on their rules.
It is completely voluntary and the agencies that choose to participate do it because of insurance purposes.
The certification itself is a joke by street standards because even though I have seen many organizations rules and regulations, none match what really happens on the street.
You should probably call your local Animal Control and ask for a supervisor to ask that question. They /may/ be able to answer it for you. You could also call the police department (non-emergency) and ask them who you need to talk to to answer that question. Some police dogs are not trained in the US.

Absolutely. To be a certified "police" dog, they must pass certain tests.
