Why is people saying that it is all the presidents fault like when a bill that they make doesn't get passed by the congress then how is it the presidents fault..It should be the congress fault right..not the presidents

You have a good point. The failure of many bills is often the fault of one side, not necessarily that of the president.
However, at times failure of a bill to pass was the result of the inability of both sides to compromise - add this provision or take this provision out.
In general there is blame enough to go around. They should also not be in the business of blame but in doing the work of the people.
The threat of a veto can keep many a bill from even coming to a vote or even further consideration.
