A 'criminal' doesn't need to get a gun while registered in any state. They simply have a black market for weapons that they get across the border of Mexico. So, a criminal could buy it in any state, but not needing to worry about the laws of that state. Also, if the criminal is on record then gun control in a state will make it easier for a criminal to acquire a gun, because it creates a black market in that state.

As the law stands right now, if you own a gun...maybe your grandfather's old hunting rifle that's cluttering up the closet...you can sell it to a friend, neighbor, or even a stranger and there's nobody checking. That stranger might happen to be a criminal......so the answer is yes, a criminal can buy a gun in any state.
There are current proposals to tighten this loophole and make it a requirement for background checks on all sales, even private ones. Then a criminal would be limited to the black market....buying from other criminals.

Someone convicted of a felony? No, not legally.
There are some crimes you can commit (like jaywalking or speeding and so forth that are not felonies) become a criminal, and still purchase a gun.
A convicted felon can not LEGALLY buy a firearm in any state (per FEDERAL law, which trumps state law).
However, there is a black market that he can (illegally) buy one from.
