The question is a True or False question....
When a product, manufactured by a number of companies, causes injury or illness many years later to people who used it, but those people have no record of which "brand" they used, damages cannot be awarded because there is no way to apportion liability among the manufacturers.

I'd say false. It is a tough case to make, but for instance it was impossible to tell which manufacturer of asbestos caused which case of cancer, so the manufacturers each had to pay into a fund for the victims based on their revenues.
