If my mom rents the car for me but will not be able to return it because she has to work , can someone else return it for her or it has to be her that returns the car?

I have never encountered a situation where the major rental companies inquired as to who was returning the car. Hertz, Avis, Dollar Budget etc have you drive it to the return lane, the attendant scans the bar-code on the car, checks the fuel gauge, records the odometer reading, and walks around the car looking for damage before handing you a receipt showing the total charges and any additional like fueling surcharge etc. Since the credit card is on file there is no further need to present it.
