Sign new contract or lose your job?

My wife works for the local authority. A few weeks ago they all received letters about new terms and conditions to their work contracts. They had to voluntarily agree to the new terms and sign the new contract or, they would be given 3 months notice.

My wife signed hers but, underneath her signature added the words ‘under protest’.

Yesterday she received another letter saying that because she added those words under her signature, it was seen as non-acceptance and she was given 3 months notice. Along with her notice was the contract again. She was given some options, either sign the contract and she would be reappointed into her job after the notice period, don’t sign it and leave after three months, or don’t sign it but if she turns up for work after the notice period that will be seen as acceptance of the new terms and she will have to work under them.

I know local authorities can pretty much get away with anything, but does the wife have a leg to stand on if she took this to a tribunal? This is nothing short of bullying!!

Is the employer legally entitled to view a contract signed uner protest as non acceptance?
