All in a 17 gallon tank with 15 pounds of Fiji live rock ( 2 pieces) and one of those pieces have a cave in it that the eel loves and never comes out of it. I think ive only seen him not in the cave 6 times in a year. When i first got him I fed him a ton of krill and squid but now he doesn't eat amd hasn't ate in over 9 months! Also his jaw is kind of screwed up so when ever he shuts his mouth his jaw kind of sticks out. When I try to feed him krill using tweezers he ignores it and sometimes puts his head deeper in the cave. So how can i get him eating again and see him out of that cave more often.

Get it a bigger tank. A 17 gallon isn't even big enough for them when they're small, they need about 50 gallons as juveniles but that still needs to be upgraded to at least 75 gallons when they're full grown. They get at least 2 feet long sometimes more, it probably is not happy in there. It's surprising its still alive.
