1. it's the unspoken contract that exists amongst all of us. It means we hand over some of our rights to ensure civility.
2. See hobbes. Our natural state is 'nasty, brutish....', etc. Basically, if we didn't all agree to have things like governments in place then we'd have anarchy and things would get messy.

4. maintain order. Principally it started around the right to property (Locke.) If we can't be secure in the ownership of our goods then society can't exist. We enter a social contract to ensure that our rights are protected.
5. we do. we limit the rights of those who maintain control. (at least in theory we do.)
6. to provide the level of protection demanded by those in the social contract
