I'm a silver league 2nd place and I've been winning as second place but the thing won't move me up to Gold. I've been placed against a few platinum players in my quick matches and won all of them. Why am i playing platinum players if I'm silver. Why won't it move me up to platinum then?

Your Starcraft II league placement is based on a hidden "rating". The rating starts at 1500 and moves up and down from there. There are hidden thresholds for moving up and down between leagues, and they change based on your direction of travel.
If you keep winning, your rating will change enough to move into gold/platinum, though it will take a while.
Platinum players may have a lower personal rating though their bottom threshold is nearly as low as the silver league's upper threshold - if that makes sense, so it is possible to play players in higher leagues who have been consistently losing since they were placed.
The system is designed to keep you at about 50% win/loss, so eventually you should find yourself in a league that you fit in.
i think of that masters league is a great thought. formerly, diamond gamers ranged from gamers who 6pooled there thank you to the coolest to good tier professional gamers. Now, masters league in basic terms is composed of the coolest 2 p.c. in each and each reigion so we actually have a "reliable" league. in basic terms as an element observe, they're additionally thinking a grandmasters league for the coolest 2 hundred in each and every reigion so those video games would be rather exciting.
